On the path towards sustainability for the urban area, local authorities make decisions that affect freight transport. However, local authorities might not always be aware of the effect their decisions and policy making have on freight transport and its stakeholders. The purpose of this thesis is to contribute to the enabling for local authorities to include freight in urban transport planning for sustainable development. In order to get urban freight on the overall transport planning agenda for the local authorities, there is a need to understand urban freight transport of today and what sustainable urban freight transport is. The complexity could be illustrated through a description of the stakeholders, the key mechanisms as the outcomes of their interaction as well as the drivers and barriers to sustainable urban freight transport. In this thesis seven qualitative studies have been performed, based on case studies of cities in northern Europe, in order to get a comprehensive picture of the situation as well as how to handle it.

Although our urbanized civilization requires freight transport in order to sustain it, urban freight transport is especially recognized for its unsustainable impacts. To reduce the unsustainable impacts of urban freight transport, many local governments develop policies that focus sometimes more on banning or restricting urban transport than on making it more sustainable. In the first part of this thesis we develop a framework to structure the urban freight transport field and to review urban fraight transport sustainability initiatives. The number of initiatives that is succesfully implemented in practice turns out te be quite low. In the review and the following analysis, we try to find the barriers for succesful implementation of the initiatives in practice.

The thesis is mainly focused on waste collection, as it is an often neglected part of urban freight transportation. Since urban areas are growing the waste collection is starting to be complex problem which is difficult to manage. Therefore different types of optimization software are used to improve the whole process.
